Texas Governor Issues Executive Order Banning Vaccine Mandates By Any Entity

Texas Gov. Greg Abbott on Monday issued an executive order that bans vaccine mandates by any entity, including private employers, in the state.

“The COVID-19 vaccine is safe, effective, and our best defense against the virus, but should remain voluntary and never forced,” Abbott said in a statement upon issuing the order.

The executive order (pdf) states, “No entity in Texas can compel receipt of a COVID-19 vaccine by any individual, including an employee or a consumer, who objects to such vaccination for any reason of personal conscience, based on a religious belief, or for medical reasons, including prior recovery from COVID-19.”

“I hereby suspend all relevant statutes to the extent necessary to enforce this prohibition,” Abbott wrote in the order.

He also added the issue as an agenda to the third special legislative session which is currently convened until Oct. 19, to give lawmakers the opportunity to pass a law to similar effect.

“The executive order will be rescinded upon the passage of such legislation,” Abbott wrote.

President Joe Biden in September issued a directive to compel private companies with over 100 employees to have their workers be vaccinated or tested weekly. Once in force, companies face $13,600 in fines per violation.

At the time, Abbott called Biden’s move “an assault on private businesses” and said that “Texas is already working to halt this power grab,” joining more than a dozen states in resisting the mandate.

The text of Abbott’s latest executive order, GA-40, reads, “in yet another instance of federal overreach, the Biden Administration is now bullying many private entities into imposing COVID-19 vaccine mandates, causing workforce disruptions that threaten Texas’ s continued recovery from the COVID- 19 disaster.”

It adds, “countless Texans fear losing their livelihoods because they object to receiving a COVID-19 vaccination for reasons of personal conscience, based on a religious belief, or for medical reasons, including prior recovery from COVID-19.”

The governor noted in his executive order that the Texas legislature “has taken care to provide exemptions that allow people to opt out of being forced to take a vaccine for reasons of conscience or medical reasons.”

Abbott previously in June signed into law a measure that bans government entities and private businesses from requiring proof of COVID-19 vaccination as a condition for service or entry. Businesses that don’t comply with the law will not be able to enter any state contracts and will be ineligible to receive a grant.

A previous executive order Abbott signed in April did not cover private businesses with regard to vaccine passports.

Omicron: Vaccination Cards, Others Now Needed To Attend Social Events In Lagos—Governor Sanwo-Olu

Governor Babajide Sanwo-Olu of Lagos State has said residents must present their COVID-19 vaccination cards as a prerequisite to attending social gatherings in the state. 

The governor also released guidelines for social events and gatherings during the Christmas season, saying, “All Social Events must be duly registered to obtain Event Safety Clearance from the Lagos State Safety Commission website prior to holding; and the guidelines set out below must be strictly adhered to.”

Sanwo-Olu disclosed this in a statement on Tuesday as the outbreak of the Omicron COVID-19 variant continues to spread. 

He lamented the procurement of COVID-19 test results by intending outbound air passengers, describing it as worrisome. 

He said, “This is a very worrisome trend for us to note and we are currently working with the NCDC (Nigeria Centre for Disease Control), DSS (Department of State Services) and the police to investigate and bring to book the criminal gangs involved in this reprehensible activity.

“Our State Mobile Courts will be used to prosecute all those involved in flouting the regulations; as well as those engaged in the fraudulent production of fake covid test results and vaccination certificates.” 

Regarding the new guidelines for social events and gatherings during the Christmas season, Sanwo-Olu said, “Occupancy limit at any event must not exceed 60% of maximum design capacity of the event centre.

“Every attendee of a social gathering MUST present their Vaccination Cards or digital bar code page showing at least first dose but preferably double dose full vaccination.

“In unvaccinated people, a negative PCR within 72 hours will be an exemption.

“Everybody, irrespective of vaccination status, MUST be subject to Rapid Diagnostic test (Antigen) to be conducted AT THE EVENT VENUE OR within 24hrs prior to the event at designated laboratories. (Request for rapid tests at the venue requires an application through the Safety Commission).

“Under 18 years of age are unvaccinated and the above applies.

“Guests and service providers with high temperature (above 37.5) are to be politely turned back and referred to paramedics or the emergency response team on ground.

“All guests and service providers at the event must wear a nose mask or face shield before entry.

“All guests and service providers must endeavour to wash their hands before entering the venue or use hand sanitisers after which temperature checks should be carried out.

“Hand sanitisers to be positioned at the entry point and different spots within the venue.”

NSCDC holds meeting with hunters, others on how to rid Edo forests of criminals

The Nigeria Security and Civil Defence Corps (NSCDC) in Edo State, on Tuesday, held a strategic meeting with Edo Security Network, Hunters’ Association of Nigeria and management of forest reserves in the state.

NSCDC Commandant in the state, Aniekan Udoeyop, in his opening remarks at the meeting, held in Benin, said the meeting had become imperative, owing to the need for synergy to rid the state of criminals lurking around the forests.

This, according to him, is because the activities of the criminals in the forests have brought untold hardship to the residents, adding that if not checked, it could get worse.

“We are talking about insecurity now, but the worst that may come is food insecurity, because of the activities of criminals and bandits in our forests, farms, and bushes.

“As we speak now, how many farmers can go to their farms?

“So, if farmers can’t go to their farms because of kidnapping, raping and killing, how will you take care of yourselves, families and the state?

“The essence of coming together is for us to rub minds, because security is not one person’s business. Everyone has a quota to contribute to it,” he said.

The commandant, while appealing to residents of the state to “say something when they see something,” stressed the need for proactive measures to stem the tide of insecurity.

He noted that other states were flushing out bandits and those terrorising their forests. “We will not make the mistake of making the state a safe haven for them,” he added.

“This is why I called the forest people, the hunters and the agro-rangers, which is domiciled with NSCDC, so that together, we will comb the forests.

“We don’t want anyone to come to Edo and do business of trading with human lives through kidnapping, killing, raping and collection of ransom”.

Mr Udoeyop further said that the command was ready to take the battle to the forests, in collaboration with the hunters, management of forest reserves and the Edo Security Network.

In his remarks, the Coordinator of Edo Security Network, Emmanuel Oboh, said the organisation was prepared to join hands with NSCDC to achieve the desired goal.

Mr Oboh, however, appealed that members of his security outfit should not be slighted but should be given recognition and their efforts commended.

A representative of the director, forest reserve, Unity Okundawague, called for improved tactics and measures to tackle the criminals in the state.
